Publicly Owned Treatment Works (POTWs) are typically designed to handle wastewater containing biological pollutants from domestic sources. Wastewater containing industrial wastes can interfere with the biological processes or pass through the Wastewater Treatment plant untreated, causing pollution in the receiving water. It may become necessary for industries to treat their wastewater before discharging to the Publicly Owned Treatment Works.

The United States Environmental Protection Agency regulates discharges from treatment plants to waterways, as well as discharges from industrial users to the treatment plants. The industrial discharges and pretreatment requirements are regulated through the National Pretreatment Program, a component of the Clean Water Act of 1972. While EPA created the program, sets policy, and approves the implementation of the program, it is the responsibility of the local Owner of the Treatment Works to implement the program locally, by monitoring and regulating the industries.

In this course, you learn terminology, basic concepts, and general responsibilities under the Program. Consulting Engineers that serve the wastewater industry, or engineering and technical staff of larger plants may find themselves facing this issue. This course will provide a starting point.
